Why does Obama always look handcuffed?

Allahpundit posted this video to show that on the tarmac yesterday in Austin, Obama waved off Governor Perry's letter to him (about immigration).

I'm posting the video for an entirely different reason.

Have you ever noticed that every time Obama jogs down the steps of an airplane, he looks like he's handcuffed? It's always weirded me.
